Three months ahead of schedule, Scottish Water Solutions and ABV, the joint venture between Black and Veatch and AMEC have achieved compliance for Carstairs Village WWTW in South Lanarkshire During feasibility studies, several problems were identified at the extremely marshy site, including subsidence of the embankment by the adjoining Main West Coast Line

Network Rail were very concerned that site excavations, especially de-watering, could have serious consequences on the embankment.

Above-ground development appeared to be the only solution to avoid excavations.

However, a new housing development was encroaching on the works, causing delay and doubt over planning permission.

This above-ground option would probably have lead to missing the target date and left Scottish Water open to possible prosecution.

The only alternative was to progress planning through permitted development.

This meant controlled and limited excavations in consultation with Network Rail, with little or no dewatering allowed.

There was also the additional hurdle of no power supply on the works, so this had to be applied for and fast-tracked.

Many items of plant were also on 16-week delivery and had to be procured early.

After much debate between the partners about design and construction difficulties, a solution was presented and agreed with Scottish Water and SEPA in September last year.

The design was developed to 30-40% and ABV (AMEC and Black and Veatch) were asked to produce a Target Cost for Detailed Design and Build of the proposed works.

The proposal had to allow for Growth, Cap Maint and quality.

This was completed in Nov 2004 and the finalised Scottish Water Solutions target cost was placed at GBP1.1M.

The Capex 3 application was submitted for approval at APSG in Nov 2004 and subsequently to SWAM on 15th Dec 2004.

Construction began on Site on the 5th Jan 2005, just 12 weeks after the solution had been agreed with Scottish Water.

Compliance was achieved with SEPA on March 31st, three months ahead of programme.
