CBA launches new report on Logistics

The Chemical Business Association (CBA) reports on the health, safety and environmental performance of the companies providing logistics support to the UK chemical distribution industry
Published under the auspices of the its Responsible Care programme, the report covers the CBA member companies engaged in chemical road haulage, warehousing and tank farms operations It focuses on transport incidents, lost time accidents, dangerous occurrences and enforcement actions taken by the regulatory authorities

The CBA says that the recently announced discounts on REACH registration fees are of 'doubtful value' in making the new legislation affordable for small and medium-sized firms (SMEs)
Together, these companies made more than three-quarters of a million journeys and handled more than 8 million tonnes of chemicals in 2006.
Transport incidents.
In 2006, CBA member companies reported six transport incidents.
Only one of these incidents was reportable under the provisions of RIDDOR (Reporting of Injuries, Diseases and Dangerous Occurrence Regulations).
The remaining five were covered by the CBA criteria which cover incidents involving substances or circumstances that were not officially classified as dangerous or which required the presence of the emergency services.
Such incidents can include minor traffic accidents, mechanical breakdown or a simple puncture repair.
The data provides an incident rate of 0.7 for every million tonnes of chemicals transported in 2006.
Lost Time Accidents.
The Lost Time Accident (LTA) Frequency Rate for 2006 was 0.55.
This is the ratio of RIDDOR-reportable accidents to 100,000 man-hours - the assumed number of hours worked by one person during their lifetime.
Fatalities, Reportable Injuries and Diseases.
In 2006, there were 35 RIDDOR-reportable accidents of which we have noted one in transport above.
Of this total, 70% resulted from a manual handling procedure or the result of a slip, trip or fall.
Only three accidents were classed as serious (defined as one requiring medical attention).
Enforcement.
CBA member companies reported 17 enforcement actions during 2006.
All these actions took the form of Prohibition Notices (Transport).
Of these, 14 were in respect of infringements of a minor nature which did not delay the vehicles' journey and could be rectified later.
The remaining three Notices required the infringement to be rectified immediately.
CBA Director, Peter Newport, said, "Our report breaks new ground in terms of publishing Responsible Care data for providers of haulage, warehouse and tank farm services.
We intend to publish this data on an annual basis and we expect the report to cover an increasing number of logistics companies as this represents a rapidly growing area of CBA membership.
It is also interesting to note that no fewer that 15 sites operated by the companies featuring in our 2006 report had been the subject of a SQAS Assessment of their health, safety and environmental management systems.
This effectively provides independent third party verification of their performance - an objective which CBA is committed to achieving in respect of all its members by the end of 2009," he added.
