Metering contract for India's newest
refinery

Emerson Process Management has received a contract of USD19 million to supply metering systems to Reliance Petroleum (RPL), a new refinery venture of Reliance Industries (RIL), a Fortune Global 500 company Reliance Petroleum is set to make history by constructing a greenfield petroleum refinery and polypropylene plant at a Special Economic Zone (SEZ) in Jamnagar in India

SEZ business zones in India streamline business establishment and promote export by providing a quality infrastructure.

The new export refinery will be adjacent to its existing refinery and petrochemical complex, forming the largest refining complex in the world.

The crude oil imported and the refined hydrocarbons being delivered through marine pipeline facilities will lay the foundation for the supplies of the finished petroleum product from SEZ.

This ambitious infrastructure development project will have a positive lasting impact on the Indian refining capacity.

Among the many challenges Reliance is undertaking, the large custody transfer metering systems to be used on this refinery project are one of the most critical components.

According to the contract, Emerson will engineer and deliver the multi-run high performance oil and gas metering systems.

High integrity custody transfer measurement is required for fiscal accounting and taxation purposes.

The Emerson systems ensure accurate, reliable measurement of oil and gas quantity and quality.

The Daniel Model 3804 Liquid Ultrasonic Meter will be used to determine "Fiscal transfers" of all petroleum products ranging from heavy crude to light hydrocarbon processed for the export market.

The Daniel devices were chosen for their cutting edge technology and reliability in this critical custody transfer application.

The fiscal metering system will deliver excellent linearity and repeatability over a wide range of flow rates along with industry leading advanced diagnostics.

The metering system will be designed to the latest API MPMS standard and will be implemented for the first time in India on such a large scale.

In addition, the system will employ state of the art Compact Prover technology that will ensure highly accurate performance of the metering system.

Oil metering systems and computing panels form the core of the entire measurement system.

The proper integration of these devices to the flow computer is essential for proper accounting of the measured oil.

The quantity and quality of the products consumed or sold from the new facility is then precisely known.

The flow computers, complete with the latest algorithms and software, allow for a fully automated system.

All the flow computer measurement data is accessible over the Ethernet to provide system redundancy at multiple levels.

In addition, the system is designed to provide flow measurement hardware redundancy with the design of multiple meter runs.

Emerson was also granted another systems order to measure "allocation transfers" between the export refining complex and the existing plant for taxation purposes.

These allocation systems are designed to measure refinery intermediates ranging from low lubricity hydrocarbons to heavy intermediates.

They will also employ Daniel Model 3804 Liquid Ultrasonic flow meters for volume measurement and Micro Motion Coriolis flow meters for mass measurement points.

In addition to the Daniel Liquid Ultrasonic flow meter, Compact Prover and Micro Motion Coriolis flow and density meter, the 67 Emerson metering systems are comprised of other leading-edge technologies including the S600 flow computer, Fisher control valves and Fieldvue digital valve controllers, Rosemount pressure and temperature transmitters, and Asco solenoid valves, among others.
