Ovation controls at new coal-fired Power
Plant

Emerson has won a contract to install PlantWeb digital plant architecture with the Ovation expert control system at a new 220-MW coal-fired unit being constructed near Hastings, Nebraska

The new unit, Whelan Energy Center Unit 2 (WEC 2), will be owned by the Public Power Generation Agency (PPGA) which consists of five public power entities: Grand Island Utilities, Hastings Utilities, Heartland Consumers Power District, Municipal Energy Agency of Nebraska (MEAN), and Nebraska City Utilities The Black and Veatch Corporation is the engineering firm for the project

The new unit, expected to begin commercial operation in 2011, is being built at the site of the Whelan Energy Centre, an existing 77-MW coal-fired plant that has been in service since 1981.

"Nebraska and the Midwest region are facing an increased demand for electricity," said Allen Meyer, PPGA project construction manager: "The additional megawatts produced by this plant will help PPGA member companies meet the needs of their customers and, therefore, have a positive impact on the region".

The Emerson Ovation system will manage a total of 4500 I/O points at WEC 2.

The Ovation system will monitor and control the unit boiler, as well as the burner management system, flue gas desulphurisation system and the balance of plant processes.

In addition to the Ovation system, Emerson will also provide their AMS Suite: Intelligent Device Manager, as well as 200 Rosemount 3051T pressure transmitters and 74 Rosemount 3051C differential pressure transmitters.

Emerson has a longstanding relationship with Hastings Utilities, which will operate WEC 2 on behalf of PPGA.

Not only does the Hastings North Denver generating station also rely on Ovation technology, the Emerson 7300 controls were the originally installed controls for Whelan Unit 1.

In fact, in a project completed in November 2007, the Whelan Energy Centre boiler and turbine controls were replaced with the Emerson Ovation system.

Aligning the boiler and turbine controls is advantageous, translating into unit-wide compatibility; improved unit stability, responsiveness and thermal efficiencies; tighter overall control of plant operations; and a concise view of key plant and turbine parameters.

For Emerson, the WEC 2 contract further underscores the Emerson leadership and experience in supplying automation and control solutions for new coal-fired plant construction.
