Following the Buncefield incident, the HSE Task Group has issued recommendations that require immediate action by operators of COMAH listed fuel and oil storage sites

After the Buncefield incident, operators of Control of Major Accident Hazards (COMAH) fuel and oil storage sites were challenged with a review of the safety of their operations to ensure that they were maintaining the highest level of plant integrity and operational capability Oil is a common pollutant in the UK making it essential to protect tanks against overfilling, and limit the environmental implications of a spillage

The Health and Safety Executive Task Group recommendations include a requirement for tank filling controls to meet the latest international standards IEC/BSEN 61511: 2004 - Functional Safety for safety instrumented systems for the process industry sector.

The recommendations will apply on petrol storing tanks with sidewalls greater than 5 meters in height.

The overall systems for tank filling must be of high integrity and all site operators should meet the latest standards by June 2007.
