On August 16, 2005, Soil-Sement was re-certified by Californian authorities, declaring it effective in reducing particulate matter emissions from unpaved roadways

On August 16, 2005, Soil-Sement was re-certified by the California Air Resource Board (CARB) and its CalCert Environmental Technology Certification Programme, making it effective in reducing particulate matter (PM) emissions from unpaved roadways Soil-Sement also can be used to control dust emissions that contain naturally occurring asbestos (NOA)

Soil-Sement, which controls 10 and 2.5 micron-sized particulate matter (PM10 and PM2.5), was first CalCert and CARB certified in 2002.

Soil-Sement is effective because its high carbon-index polymers bind to the road's soil particles and increase the cohesion among all the particles.

As a dusty surface is treated with Soil-Sement, the polymer in the road becomes harder and takes on the appearance of cement.

Exposure to particulate pollution is linked to increased frequency and severity of asthma attacks, pneumonia and bronchitis, and even premature death in people with pre-existing cardiac or respiratory disease.

Those most sensitive to particulate pollution include infants and children, the elderly, and persons with heart and lung disease.
