The first six months of China ROHS

The Chinese version of RoHS is being implemented in two stages, and is different to the EU RoHS: the Chinese Ministry of Information Industry has published the three main standards, as described here

Before enforcing this new regulation, the Ministry of Information Industry (MII) published the three main standards for China RoHS, which affect: limitations (SJ/T 11363-2006), labelling (SJ/T 11364-2006) and testing (SJ/T 11365-2006) of Electronic Information Products (EIP) and the hazardous substances they contain The Chinese version of RoHS is being implemented in two stages

STAGE ONE: Stage one implies the disclosure of all restricted substances in the product and it has already been enforced since March, 2007.

In this phase it is not yet required to remove the substances from the product, instead it requires manufacturers to:.

* First, label the product according to the labelling standard: A green label indicates a product that does not contain any hazardous substances.

A yellow label indicates the "Environment-friendly use period" which refers to the period during which the toxic and hazardous substances contained in the products do not leak or mutate.

An orange label means that further information about the hazardous substances is included in the instruction book.

* Second, include a table in the user guide indicating the components that include hazardous substances in concentrations that exceed the limit prescribed by the Chinese version of the Maximum Concentration Values (MCV).

* Third, mark the date of manufacture on the product.

* Fourth, calculate the Environmentally Friendly Use Period.

At least, label the packaging accordingly.

The symbols indicate that the products contain recyclable materials and what these materials are.

STAGE TWO: Stage two, expected to begin in 2008 will be an actual prohibition of the hazardous substances in a subset of products to which stage one applied.

This stage will involve product testing and certification through the CCC system, according to the testing standard SJ/T 11365.

These products will be listed in a document referred to as the "Key Catalogue" and referred is expected to be released in 2008.

* China ROHS compared to the EU ROHS.

Being compliant with EU RoHS does not mean automatic compliance with China RoHS.

The Chinese version is rather different from EU RoHS, however there is some leverage that can be gained.

The six hazardous substances are the same, and in most cases so too are the Maximum Concentration values.

The major difference is that the EU exemptions are not included in China RoHS.

No testing facilities in China were appointed as official testing labs for China RoHS.

The Chinese officials pointed out that all labs with ISO17025 accreditation can perform RoHS testing according to China RoHS standard SJ/T 11365.
