Buncefield Report - final findings

An HSE representative presented the findings to date in connection with the Buncefield Incident 2005, to safety and site emergency planning professionals at a recent conference

The Conference on Societal Risk and Responsibility for COMAH (Control of Major Accident Hazards) sites was held on Monday 21st January, at the Manchester Conference Centre The final report, which was due to be published in September 2007, then January 2008, has now been further postponed

TAS Engineering Consultants attended the conference - as part of their role as a 'Responsible Expert' service to engineers and safety professionals.

Amongst some of the key current findings, in connection with the design and operation of COMAH and other chemical sites, includes the need to conduct: S.I.L (Safety Integrity Level) Assessments to I.E.C 61508/ 61511; Standards Alarm Management Assessment (to manage and minimise Human Factors); and D.S.E.A.R (Dangerous Substances and Explosive Atmosphere) Risk Assessment Reviews.

TAS have also been made aware that the human factors topic will be the subject of the Welsh area H.S.E inspection programme in 2008 for the chemical industries sector.
